District releases progress on Blue Ribbon Plan to promote positive behavior in Memphis City Schools

Following the November 2004 Board of Education vote to abolish corporal punishment in Memphis City Schools, Superintendent Carol Johnson’s staff has announced its plans to address student behavior for the upcoming school year.

“The Blue Ribbon Plan offers a proactive approach to dealing with discipline in Memphis City
Schools as opposed to a reactive strategy that has not yielded sustained changes in student behavior,” said Superintendent Johnson.

Brenda CasselliusBrenda Cassellius, middle school director and lead developer of the district’s plan, presented the details at the June 6 board meeting. She, along with a team of administrators, parents, staff and community members, have worked collaboratively to develop a system-wide method to serve as a framework for schools to create positive school climates and put positive behavior and intervention strategies in place.

“By using these new practices, it is our hope that we will see an increase in positive school climates, positive student behaviors and parent satisfaction,” said Cassellius.

According to Cassellius, the Blue Ribbon Plan involves the following:

  • Training principals and teachers on proven strategies for improving student behavior
  • Creating School-wide Discipline Committees at every school that include parents and community members
  • Equipping principals and teachers with a Behavior Intervention Manual that will outline effective classroom and intervention management strategies
  • Strengthening and increasing the In-School Suspension Program
  • Strengthening the Student Support Teams (programs for students with repeated behavior
    problems)
  • A sharp focus on data, reported every 20 days to monitor the program’s effectiveness
  • The development of a new Student Conduct Guide
  • Reorganizing the Safe and Drug Free Schools’ staff so they will more directly address school needs

District officials will begin training school staff this summer. MCS will also host a series of informational meetings at the beginning of the upcoming school year for parents, students and the community to learn about the plan and to obtain answers to questions.
