As required by state law, teachers must satisfy the following requirements to become Highly Qualified:

• Obtain full state certification or pass the state teacher licensing examination and hold a license to teach in Tennessee.
• Hold a Bachelor’s degree or higher.
• Possess subject matter competence in subject area taught. (Requirement varies depending on experience and grade level.)
