MCS Changes to Pay Frequency
During the 2008-2009 school year Memphis City Schools will convert all 11-month employees to 12-month pay (26 pay periods). This change is being made per the request and an agreement with Memphis Educational Association (MEA) that all Assistant Principals' salaries be paid over 26 pay periods. Administration decided to change all other 11-month employees to 12-month pay. Therefore, effective July 7, 2008, all Assistant Principals' and other eleven month employees' pay will be spread over 26 pay periods.
Additionally for the 2008-2009 school year, all 10-month teachers will be paid for twenty-four (24) pay periods. Deductions will come out for 20 pay periods (insurance, retirement, etc.). There will no longer be a frequency change for a teacher going on an unpaid leave of absence. If a 10-month teacher resigns or retires from Memphis City Schools, they will be paid out any remaining money.

The federal No child Left Behind (NCLB) Act of
2001 requires that all teachers teaching in core academic subject areas
must be highly qualified no later than the end of the 2005-06 school
year. MCS is offering registration and testing fee reimbursement to
teachers who need to become highly qualified in all core academic areas
defined by the "Tennessee Plan for Implementing the Teacher and
Paraprofessional Quality Provisions of the No Child Left Behind Act of
2001."

ELEMENTARY, MIDDLE AND HIGH SCHOOL TEACHERS
For the purpose of NCLB, all teachers of core academic subjects must:
· Be fully licensed to teach in Tennessee, including the
specified alternative licensure routes, with no licensure requirements
waived.
· Hold at least a bachelor's degree, and
· Demonstrate subject area knowledge
For all core academic subject areas, one of the
options available to teachers to demonstrate content knowledge is
passing scores on the PRAXIS exam for your content area. Scores must
meet the requirements outlined in the Tennessee Plan.
DO YOU QUALIFY?
You may qualify for PRAXIS fee reimbursement if you meet one of the
following conditions:
· Interim B license or Permit issued for 2005-06 school year.
Apprentice/Professional license-teaching on a waiver for the 2005-06
school year and have completed coursework , but are lacking the PRAXIS
exam.
· Apprentice/Professional license issued, but are teaching a
core subject outside your area of endorsement.
· Apprentice/Professional license issued, but are not able
to meet the highly qualified status by academic major, 24 semester
hours, or previous test scores in content area.
· Elementary teachers fully certified, but do not have
passing NTE or Praxis scores and choose this test as an option to
demonstrate competency
· Middle school fully certified teacher endorsed K-8, 1-8,
or 5-8 teaching a core subject for the 2004-05 school year and have not
documented your HQ status. (Middle school content test or 7-12 content
test only)
· Middle school fully certified teacher endorsed K-8, 1-8 or
5-8 who would like to become highly qualified in more than one area for
middle school. (all middle school content test(s) only).
All tests submitted for reimbursement must be for certification or
highly qualified purposes in your current teaching and/or current
endorsement area. Middle school teachers who currently have a middle
school endorsement wanting to become highly qualified in all middle
school subject areas can take one or all of the middle school tests
listed.

Reimbursements are available for the 2005-06
school year only. There is a limit of two reimbursement requests per
test. Any test that was taken after July 31, 2005 that meets the above
guidelines may be submitted for reimbursement. All reimbursement
requests must be submitted by July 31, 2006. All requests must have
your official score report from ETS and proof of payment-receipt from
ETS or bank statement.
Elementary/Middle
School Teachers submit requests to Ms. Cathy Wood, Department of Human
