Mental Health Services


 

Memphis City Schools Mental Health Center (MCSMHC) has been serving the mental health needs of students since 1969.  Mental health professionals provide a range of services including counseling to students and families, testing for special education eligibility, prevention activities, alcohol and drug treatment, support to pregnant and parenting teen mothers, consultation and training (to teachers, parents, administrators, and outside agencies), crisis response, and safety assessments for students at risk for violence.  Testing for the purpose of determining special education eligibility is also offered to private school students in accordance with state regulations.

·          Core Team Services

 

MCSMHC serves the majority of its clients (Memphis City Schools students) through referrals made by Student Support Teams located in each school.  These teams, designed to address academic, behavioral, and other school adjustment problems, are composed of a student’s parents, teachers, school counselor, and other members, which may include the school psychologist and school social worker.  As part of the teams’ process, a student may be referred to the school psychologist and/or school social worker for counseling services (group, individual, or family), or testing for special education eligibility.  The mental health professionals also participate in functional behavioral assessments/behavior intervention planning, teacher training, and consultation, responding to school crisis, home visits, and collaboration with outside agencies.  Core team staff also provides special education assessment to private school students and pre-school age children living in Memphis.  Licensed doctoral level psychologists provide supervision of core team services.

·          Families First Student Support Program

 

In-school monitors collaborate with agencies internal and external to Memphis City Schools to insure Families First students have the resources needed to complete their elementary, middle and high school education.  They support and coordinate with Division of Exceptional Children and Health Services staff and professional school counselors to offer academic and personal counseling, post secondary planning, employment career planning, life skills and healthy living.

·          Alcohol and Drug Clinical Program

 

The Alcohol and Drug Clinical Program consists of two components, the Adolescent Outpatient A&D Treatment Program and the Intensive Focus Group Program.  Both components of the A&D Clinical Program are licensed by the Tennessee Department of Health Board for Licensing Health Care Facilities and are funded, in part, through grants from the Tennessee Department of Health, Bureau of Alcohol and Drug Abuse Services.

          Adolescent Outpatient A&D Treatment Program

 

Outpatient Alcohol and Drug Treatment Program of the Memphis City Schools Mental Health Center is a low intensity adolescent outpatient program designed to serve the needs of students who are experiencing problems with the use of alcohol and other drugs that make them eligible for a DSM-IV diagnosis of substance abuse or dependence and who can benefit from an outpatient program.

Services offered include:

·        Comprehensive substance use assessment

·        Individual counseling

·        Family counseling

·        Group counseling

·        Relapse prevention counseling

·        Family consultation

·        Referral (if a higher level of care is necessary)

 

Individual counseling is usually provided at the school in which the student is enrolled and the MCSMHC and family counseling is conducted at the MCSMHC, the Pupil Services Center, the student’s school, or another MCS facility.  Treatment Groups are typically held at the Pupil Services Center (PSC) for students who have been board suspended for an alcohol- or other drug-related offense.  If a student is unable to benefit from outpatient therapy, every effort is made to secure a placement in line with the student’s needs.  In the case of a student returning from a period of residential or inpatient treatment, relapse prevention and supportive counseling is available at the school through the A&D Clinical Team as an adjunct to the student’s aftercare program developed by the residential or inpatient facility.  A Parent Group for parents of students attending the Adolescent Outpatient A&D Treatment Group is offered at the same time and location as the Treatment Groups.

         Intensive Focus Group Program

 

 The Intensive Focus Group Program is a prevention/ intervention program concerned with the identification of substance use and prevention of deterioration of functioning and condition due to substance use.  This is done by providing Intensive Focus Group services to students at the first instance of their coming to the attention of the discipline system of the MCS for an alcohol-or other drug-related offense.  Students are screened and assessed in order to determine whether they are in need of more intensive services.

The Intensive Focus Group Program is a structured, time-limited, educational/counseling program for students at high risk to become harmfully involved with alcohol and/or other drugs.  The primary service mode is through Intensive Focus Groups but in rare instances, individual and family counseling may be provided to “Early Intervention” clients (those students not meeting DSM-IV diagnostic criteria for a Substance Related Disorder) if appropriate.  The program is presented in a group format grouped by age, developmental level, and degree/extent of substance use.  A trained alcohol and drug counselor facilitates each Intensive Focus Group.  Activities in the program include lectures, experiential activities, and self-awareness activities designed to provide participants with accurate information regarding alcohol and other drugs as well as skills in decision-making, impulse control, communication, and stress management.  Specialists in HIV/AIDS and other STD’s and members of the Memphis Police Department’s Crime Prevention Unit also conduct group sessions on HIV/AIDS and Drug Use and Legal Issues of Drug Use and Abuse, respectively.

A Parent Group for parents of students attending the Intensive Focus Group program is offered at the same time and location as the Intensive Focus Groups.

·          Safety Assessment and Consultation Team

 

The team supports students, families, community agencies, the Pupil Services Center and Memphis City Schools by providing mental health consultation services to parents, hearing officers, attendance teachers, school administrators, teachers, counselors, and other mental health center staff, and by conducting Safety assessments for selected students.  A student case consultation may be initiated at the request of any of the aforementioned in addition to community mental health, juvenile justice, and health and human services agencies.  These services are dedicated to addressing the mental/behavioral health and academic needs for students.  The Pupil Services Center often requests consultations for suspended students to assist them in making informed decisions regarding case disposition.  Students may be seen from all regular, special, and alternative schools in the district.  In order to complete consultations or assessments, staff members for on site as necessary in order to gather the information needed from teachers, counselors, and/or administrators.

·          Services for the Alternative Education Program

 

School psychologists and social workers deliver a broad range of psychological, social, and educational services to students in the Alternative Education program.  Teams of school psychologists and social workers are assigned to alternative schools, and work onsite with teachers, administrators, parents and other support staff, to provide services.  The teams' primary goals are to help improve school climate, and assist clients in solving problems in a manner that positively supports academic, emotional, and adaptive social learning.

Services include:

- Assistance includes helping teachers develop positive behavior support and classroom management plans, crisis prevention and response, school improvement planning, and student support team development.
-Direct student and family interventions including individual, group, and family counseling, and multiple-topic, skill-based prevention groups.  Counseling assists students and their families in developing effective coping strategies to address behavioral, emotional, and academic problems.
-Psychological, adaptive, and educational evaluation, including assessment for special education eligibility.
-Training staff, teachers, administrator, and relevant community members regarding child and adolescent growth, development, and identification of behavioral signals indicating maladaptive action patterns.
-Home visits to assess student and family needs, and on special occasions, deliver appropriate services (e.g., family counseling, service plan review, community referral) to our customers in their home environment.
