The Transitional Bilingual Program of Memphis City Schools
was established during the 1979-80 school year to meet the needs of
students from non-English language backgrounds (NELB). The name of the
program was changed from Transitional Bilingual Programs to English
as a Second Language (ESL) Program in 1996 to reflect the program’s
focus of English acquisition. The ESL Program is a supplemental transitional
program that focuses on developing the student’s competency in
English skills and academic achievement until the student can fully
benefit from regular classroom instruction.
