English as a Second Language

Student Identification

All students new to Memphis City Schools are required to complete a Primary Home Language Identification Survey. This survey identifies student from non- English language backgrounds (NELB). Follow-ups are done on all NELB students to determine their English language proficiency. Test scores are reviewed from other school systems and/or students are administered the Idea Proficiency Test (IPT) which is a standardized language test that assesses the listening, speaking, reading and writing skills of students in grade K-12. Students who are not fluent English proficient on the IPT are classified as English Language Learners (ELL). ELL students meet the requirements for entry into the ESL program. Parents have the right to waive ESL services.
