Principals as Instructional Leaders: Four Tools to Effectively Monitor Teaching, Learning, and Student
Performance
Effective principals are instructional leaders who have developed their own systems for monitoring teacher and
student performance. They improve their schools by looking beyond and behind the test scores to address the
needs of teachers and students in the “Age of Accountability”. This presentation is designed to (1) define
instructional monitoring and (2) provide principals and assistant principals with knowledge, practical strategies,
and four tools that can immediately be used to monitor the teaching learning process in the "big picture" of
continuous school improvement and student achievement.

Haberman Foundation
Join in a discussion on the research from Dr. Martin Haberman, Distinguished Professor Emeritus at the University
of Wisconsin‐Milwaukee. Descriptions, definitions and discussion of the under girding ideology and core beliefs of
the STAR teachers detailed in the research will be a part of the interactive presentation. Each of the nonnegotiables
in describing the best teachers will be discussed as they relate to recruiting and selecting the best
teachers for the children and youth of America. Excellence in hiring is achieved by building a system that
seamlessly utilizes research‐based instruments to select individuals whose talents are now transparently clear to
hiring managers. For selecting and assessing teacher talent, two tools are available: the Haberman Education
Foundation Star Teacher online pre‐screener and the Haberman Education Foundation Star Teacher live interview.
These measurement tools are linked and, together, create the first rung of a systemic model that can be replicated
throughout the district, as has already been accomplished in other districts nationwide.

The Power of Arts in School Improvement
The High Performance Learning model of effective Arts programs includes accepting and planning for three main
areas of responsibility: Quality, Equity and Accountability. The components in the learning process include: basic
skills/literacy, higher order thinking skills, creative thinking/expression, problem solving, life‐long learning, work
entry skills, motivation/disposition to learn, citizenship/social/democratic knowledge, values and skills. These high
level performance components for student learning go beyond specific learning in content areas. We intend to
show how the National Standards for Arts Education can be translated into ideas that have the power to
strengthen content and instruction throughout the school experience. The approaches and rocesses one learns
in the arts can lead to quality learning experiences, provide much‐needed alternatives and offer engaging
connections to other learning for students.

Better Practice Visits (BPV)
Better Practice Visits are used to increase student achievement both immediately and over the long term. These
visits are a combination of instructional walkthroughs and teacher conferences. This is accomplished by conducting
visits in a manner where student achievement is the focus. This allows both the teacher and administrator to be
comfortable and open about what is best for students. We have used these visits as part of our improvement plan
and have seen growth in “On Grade Level” of 15% school‐wide in the first year. BPV also provides excellent
opportunities for embedded professional development.
